Shikaschlep beat me to it but yes! So it would make the sentence into something like “Tou seems to be either dancing or singing.”

I don’t know if I’d say よう is more formal than そう. More like よう indicates a higher level of confidence / evidence than そう.

Yeah; the Dictionary of Basic Japanese Grammar has a handy comparison of the various conjecture expressions in its entry for ようだ, and says ようだ “involves the speaker’s reasoning process based on firsthand, reliable information and knowledge”, so it’s quite high confidence.
Watch out also that there are two different そう forms: 高いそうだ is “I hear it’s expensive”, but 高そうだ is “looks expensive”, so “like そう” is ambiguous for both meaning and how you form it grammatically…
