More like, “Just as Ishikawa-kun said”. Like, he’s not reporting Ishikawa’s opinion of him, he’s confirming it.
“[I am] lowering Hori-san’s reputation.” Active voice!
Nah, this one’s じゃない, but he’s trailing off because he catches sight of Hori’s facial expression. You can see the “surprise” lines next to his head. It’s 別に[…]じゃない - not especially.

Wait, I think I just figured it out. Contraction for 気にする? So would the translation be Why do you care about things like my popularity?
Confused about this bit of the conversation:

Am I correct in thinking she asks about liking Tooru, then Miyamura gets confused and says he and Tooru arent going out?
Yep, to be specific, it’s a thing with the る column, where they turn into a ん as a slang. There’s an article on this in Tae Kim’s grammar guide: Casual Patterns and Slang – Learn Japanese
Hori asks basically
“That’s disgusting. Are you in love with him or something? Why don’t you go out with him (instead)?”
Which Miyamura answers with
“Ishikawa-kun and I don’t go well together”
which is a weird response, you would expect something along the lines of “I’m not into guys”, or no answer at all, or anything of the sort, and that’s the point.
Also, btw, that’s a small っ.
Ah, ok yeah, I was having trouble with parsing Hori’s sentence.
Again, didn’t exactly read everything, but I suppose that the first part of the dialogue between Hori and Miya is the important bit.

It’s reversed
“in any case, Miyamura gained a male friend”
