It seems that のための describes the purpose of the noun: X のための Y means Y is for X’s use.
Would this be correct?
I’d say it’s のため (for) + の
外国人のための相談会 -
外国人のため – for foreigners.
相談会 – consultation.
What consultation? Consultation for foreigners: (外国人のため)の相談会
ため basically means sake (as in “for the sake of”/purpose, not the drink sake). So literally these would be:
- 日本語の聴解のための
Japanese listening comprehension’s sake’s (X) / (X) for the sake of listening comprehension of Japanese
- 外国人のための相談会
Foreigners’ sake’s consultation meeting / consultation meeting for the sake of foreigners
