Happening to me too, and lots of others.

This happened to me. I completed level 4, but it didn’t go up to level 5 until I’d hit level 6…then a couple of days later, I went up to level 6.
Mine turn to be a bug. It got fixed couple hours later.

If you mean the forums then yeah it is usually late. So you can force an update by logging out and in again.
