The words behind Touya look like “いっぺん しめたろーか” (or maybe そーか). If that’s Touya talking, I’m guessing the しめた is from 絞める, to strangle. いっぺん maybe one time. But it’s still not making sense to me, with しめた in the past tense.
Then at the bottom, there’s 伝言してやるかわり 今日の夕食当番は あいっだ.

??
I assume Sakura is doing dinner in exchange for Touya passing on the message, but I’m not sure how to get that out of those words.
Yeah, that part was difficult, lol.
I was able to find a very similar phrase on hinative here, using いっぱつ instead of いっぺん.
According to the answerer, this may be a (kansaiben) shortening of しめてやろうか. Furthermore, しめる is apparently tough-guy slang for “to beat up.” (They reference zokugo dict, which I’m not going to link here because it is full of sketchy ads, but apparently it’s “like Japanese urban dictionary.”
Also see a very similar phrase (this time with いっぺん!) on the Japanese Language Stack Exchange. (It also references zokugo dict, so maybe zokugo actually is at least semi-reliable?)
As per the second part, I’m pretty sure it’s not あいっだ but あいつだ.
so, based on what you figured out so far, I’d translate it as “In return for passing on the message, that one’s in charge of dinner.”

I do want to take a moment to highlight a phrase here which is packed with grammar points I learned fairly recently in my Japanese lessons, so I’m excited to talk about them lol.
おく and くれる (among others)、Page 140 (RE)
On this page, Sakura thinks:
私が困ってるから聞かないでおいてくれたんだ…
There’s just so many interesting grammar points here wow. Let me point out a few:
困ってる - shortening of 困っている, with Xている being a casual form meaning, roughly, “X-ing”
聞かないで - negative te-form of 聞く (which can mean “to hear/listen” or “to ask” – in context I think it’s the second)
おいて - te-form of おく. as per Tofugu, using a verb’s te-form + おく means something along the lines of “doing something in advance,” “doing something to temporarily resolve a situation,” or "to leave something as is (even if it might be better not to). In this case, I think it’s mostly the second option.
くれたんだ - くれる + the casual form of んです. using a verb’s te-form "くれる” suggests something was done for the speaker or someone they are close to. んです adds an "explanatory feel to a statement.
With all this together, I’d literally translate the statement something like this:
“Because I’m worrying, (someone) is giving me not asking, to temporarily resolve the situation… (this is an explanation of something.)”
This is pretty confusing without context, but in the previous scene, Sakura gives Rika a gift.
Rika says “but it’s not my birthday yet,” and Sakura gets really flustered because she can’t explain that she’s giving Rika a gift to replace the brooch that turned into a Clow Card.
Then Rika smiles and says “Thank you, I’ll cherish it.”
So I’m pretty sure what Sakura is trying to say is, “Oh, because Rika saw me worrying, she decided not to ask me why I got her a gift for no apparent reason, to save me further stress.”
To get the gist across without being so blunt, I might translate it like this:
“Oh, she knew I was flustered, so she didn’t ask me to explain myself…”

I’m mostly jumping on today to join in the comments about how crazy it is that the teacher gave Rika a promise ring! I’ve watched the anime dozens of times and did not remember that happening!
Update: I decided to pause my typing and go double-check, and it appears that the anime doesn’t include that scene. It cuts away just as the teacher enters the room and Sakura starts to leave. Guess the anime creators couldn’t stomach just how problematic that promise ring is either!
Felt a bit like a filler chapter this week, which is a little odd especially considering I found myself struggling in a few spots on this one. Hoping the second half of the chapter holds the pay off!! Also side note I just picked up book 3 today in anticipation!
Not to bad this week, but there are a couple bits I’m not sure of. I’m hoping someone has some thoughts.

ともよちゃん (I think) says “このスカートのひらっと加減が絶妙ですわ”. So something about the skirt is superb. Accord to this stack exchange answer, ひらっと is the same as ひらり and means something like “lightly” or “nimbly”. 加減 is one of those words will a large number of translations into English, but one is “degree” or “amount”. So I’m thinking “The amount of lightness in the skirt is superb.” But I’m not at all sure, especially as Google translate says its “The way this skirt flutters is just perfect”

The text behind ケロちゃん seems to be わいにくらべたらあんなん小僧でじゅっぶんや". (The second ん in あんなん is behind ケロちゃん’s ear, but I think that’s what it is.)
So “Compared to me, that kid is enough”? Not sure what that would mean. And the で is confusing to me.
I found ひらひら which is an onomatopoeia word that refers to fluttering and flapping, which I think is what this ひらっと is supposed to convey. So that would make the sentence “This skirt has a fluttering degree that is excellent!” or more naturally “the way this skirt flutters is just perfect!”

I think you’ve pretty much got this one it’s just not really a phrase that works in English I think. I believe the sentence is supposed to come across like “that kid is alright I guess, but he doesn’t even begin to compare to me” the 十分 here is more “satisfactory” than anything and kero is announcing his superiority lol (I think he’s compensating for his small size)
Edit bc I forgot to mention 小僧 isn’t exactly a nice term for kero to be using here. It can be disrespectful depending on use case so I think that makes it more obvious too!

I love how excited Kero seems about the little heart collar Tomoyo gives him. I didn’t think he was into cute things too – or maybe he’s just happy to be included!
Just read this volume, thought it was super cute. Kind of hilarious the amount of different romantic relationships in this series. Agreed that the teacher-student thing was really messed up I was like did I read that right? At least Tomoyo crushing on Sakura is super cute.

I finally caught up to you guys just in time for volume 3 (well, I guess I barely made volume 2)! I don’t have much to say aside from glad to be joining you guys; this will be my first book club where I’m reading along instead of reading afterwards.
Also I just wrapped up the reading for this week and man they know how to end the volumes on a high note
This last bit had it all. Some fun panels with a clow card, I really enjoyed the art in this one with the thunder and the sword capture. So cool. And what is going on with the love triangle (pentagon?) at this point. Literally everyone is in love with yukito im so confused i feel like even Toya was making a move?? Also a new suspicious character in the final panel?? They really want you buying the next volume with these.
I’m slightly behind but should be able to finish book 2.
I’ve not been as fast as I thought I’d be. I initially thought I’d be okay with a chapter a week, but if the next book is 4 (longer) chapters, then I suppose sticking to two week per chapter is good enough.
I was like did I read that right? 
At least Tomoyo crushing on Sakura is super cute.
