Sorry to revive a dead question, but there wasn’t a good answer anywhere on the Internet.
According to my fluent friend, it’s a pun. The normal phrase is 元気余ります or
元気有り余ります, “bursting with energy”, which is something you’d say to eg. children who need to go run around outside. Fuuya is being cutesy by replacing a word with a flower.
