In the example sentences of 〜丁目, 丁目 was used with a number before it as in 一丁目, 二丁目 and 三丁目. Are the numbers there used instead of names?
Although major roads have names, most (maybe all?) addresses are given in terms of block numbers and house numbers.
They are always numbered. That’s kind of implied with the 目 anyway. That part basically means “th” as in like 8th, or 14th. You can’t have that with some other beginning.
