Why am I getting new kanji from old levels

I’m currently on level 10 - this has happened a couple times before. Was it just that I’d really not gotten some radical to guru? Just odd.

They’re moving a few kanji down some levels.

How do I start learning those kanji that have been moved down. They don’t show in the advanced tab for learning.
