NHK easy news web is great!
I use this this as one of my main resources for my Japanese lesson - reading short texts like these are brilliant to see grammar patterns, kanji used in vocab and to practice word inflection.

Not sure if they count as ebooks, but some users have recommended PIBO, which gives you access to three free children’s books per day.

There’s also the White Rabbit Press graded readers.
