Are you sure of the translation? Because to me it seems more along the lines of “I don’t think I’ll tell anyone (about) this”

言わない= negative of 言う
That said, yeah, pretty sure this is “I don’t think I’ll tell anyone about this”
Edit: You might have been thinking about the passive, which would be 言われる. 誰にも言われる = is not said by anyone= no one says
Going with that translation, I’d parse it like this:
この = this
事 = thing/matter
は = topic marker
この事は => “as for this matter”
誰も = anyone
誰にも = to anyone
言う = say
言わない = not say
誰にも言わない => not say to anyone
この事は誰にも言わない => as for this matter, won’t say to anyone
と = quoting particle
思う = think
Xと思う = thinks X
Which makes
この事は誰にも言わないと思う => As for this matter, (I) think (I) won’t say to anyone.
Or in proper english something like “I don’t think I’ll tell anyone about this”
