I seem to remember someone saying the と at the end of the sentence is just omitting the verb (言(い)います in many cases). It usually indicates that the speaker themselves is not sure about the sentence which と refers to.

So the sentence could mean something like

警察(けいさつ)は。。。と言(い)います or maybe
警察(けいさつ)は。。。と思(おも)います

But it’s just my wild guess, I’m not sure.
