I am starting off with Genki and an Anki deck would really help. Are there any prebuilt ones that are recommended and not broken?

Hi! I’m the creator of the thread you linked. I use Kitsun.io instead of Anki these days. You can find my Genki deck over there if you wish. 
I use Anki because I am open-source centric. So is the deck I linked no longer maintained?

Correct. I no longer maintain my Anki decks. I keep them available so people can use them as a starting point if they wish. The content should still be good. The card structure would just need to be rebuilt to account for the latest Anki updates.
