人工の人口・・・
Although, as I understand it, 人口 is more of a number of people than people themselves…
人工の民 would be better, in my opinion, but again probably there is much better way to say this…
Nevertheless, there are a lot of similarly sounding words in Japanese.
For example, 5PM is 午後五時 – ごごごじ 
Or, another example,

Same way you do it in English: context.
Homonyms (words that mean different things but are spelled the same) exist in any language. Japanese happens to have a bit more of them because it has relatively fever sounds.
In english you can say “I lead my friend to watch workers set up some lead pipes” and still understand it perfectly.

Thinking a bit further, 人工的な人口 is probably the least ambiguous phrasing. It makes clear the first part is an adjective.

How would you communicate “the night knight” in English? Or “they’re there”? Or “it’s not snot”?
You can build weird tongue twisters in most languages, in general if it sounds really awkward when spoken out loud you end up rephrasing or paraphrasing.
For instance here maybe you could say something like 作られた人々 or something of the sort to remove any ambiguity.
