From what I remember, the first episode introduces a whole bunch of characters and (kind of) hints at some central plot elements that don’t come up until later in the manga.
I remember finding the beginning of brotherhood after the first episode really boring, to the point of dropping it initially, since a lot got repeated and those introduced characters didn’t even show up 
It does have a lot of action, so maybe they wanted the viewers to get excited for the rest of the series by doing that

They make up a non-manga event for the first episode that introduces alchemy, its diversity and drawbacks, and the military dynamic in one fell swoop. But they introduce so much stuff at once that it does get a little overwhelming for a first episode
