耳打ち---> to verb or not to verb

So the definition for this says “whisper into ear.” That to me sounds like a verb. So why do I get it wrong if I put “to whisper into ear” ?

Even the sample sentences show it used as a verb without the う ending.

Most nouns don’t include articles in the meaning. The base meaning is “(a) whisper into (someone’s) ear”.

You can make it into a verb by adding する, which is noted in the part of speech section, but as with most words that are nouns the English meaning answer will also be a noun.
