I saw this reading for しめきり(締め切り)〆切 but I’m baffled since I never seen this “alpha” like symbol, it is a Kanji? What is this?

It’s a ryakuji. Originally a simplification of 占, used in 締め切り just because it shares the pronunciation.
〆切 isn’t a “reading” though, it’s just another way to write it.
