I wouldn’t call her emotionally mature, but she usually seems to be very self-aware and conscious of the way her actions affect others. This comes up later especially in her relationship to Sengoku, whom she often manages by giving non-verbal clues. When you reread this scene with her later behavior in mind, it seems a lot more consciously manipulative rather than just her being selfish airhead.
That’s closer to “wise” than “mature”.
It’s definitely manipulative. She may not have been devoting her whole attention to the task at the time, but she knows Miyamura tried to give her something after she ran into him. And when the house of cards finally comes crashing down and she gets called out, her response is puppy-dog eyes and tears. (Though, why Miyamura decided to take the papers with “financial report” written across the top home overnight rather than just delivering them straight to the student council office while he was there is beyond me.)
Remi’s not quite so bad in the drama version of this chapter. There, the collision happens outside, and the lost papers are genuinely lost - neither Remi nor Miyamura notice they’re gone, thus there’s no reason for Remi to particularly suspect that it might acually be her fault. Though she still hides behind Sengoku when challenged. The resolution comes when Miyamura goes back to where Remi ran into him and searches again for the lost papers, finding them in a bush.
I’m a little further in, and it seems I was missing the forest for the trees: I actually thought that Hori was one of the newly appointed member of the student council. With that, many of the interactions weren’t quite making sense: sure, she’s busy, but that’s to be expected of a new ’ job’. Going back with a new perspective, it makes more sense now. 
Grasping the content correctly by re-reading it again is crucial. Similar to how I initially misunderstood your question and reread it and rewrote my answer

I definitely did a double take when I saw the vocab list with the “page” phrasing. Briefly thought this was going to be the most text-heavy manga EVER.
At what point are you just reading a book with nice pictures?
I can’t find it now, but that’s how I once posted describing the “solution to the case” portions of Detective Conan. It feels like a novel with artwork to break up every few paragraphs.

Heh, I forgot we were spending three weeks on this chapter. I was about to start on the next one…
Just finished this first chapter and I do agree with the people saying it feels a bit out of place with how the 生徒会 characters are later on. But well, as that’s probably one of the very few things I dislike about this series I can just pretend this chapter doesn’t exist 
@ChristopherFritz thanks again for running this! It’s great to have a book club to keep pace with and while I don’t tend to ask questions I always learn loads from others’ questions!
I’ve just completed the current chapter of the book. I’m happy to say that, after a troublesome start, I had very little trouble with the remainder of the pages. This is quite a relief, because I was worried that the entire book was going to be a struggle.
On the chapter itself I haven’t seen the anime, or read any of the web comic, so I’ll take on board the discussion here that the characters might act quite different later on in the series. I probably would have done a double-take otherwise.

I only completed page 7 yesterday, but I only started it yesterday. I was trying to catch up with other things and figured this way it wouldn’t be too much of a gap to the next chapter.
Can’t wait for the section to come up, where the author suddenly decides that a significant portion of the jokes from then on will be about the characters using words incorrectly.

I got a late start on this week’s (and next week’s) reading. But, when I finally got to it, I really wanted to finish the chapter. It’s nice to see how the story and characters are evolving.
The reading is still challenging, at least if I try and get 100% comprehension. I try to pick my battles, and take extra time on the parts that are really essential for understanding the story. Sometimes that means just reading ahead and hoping things make sense when I see where they’re leading.
I’ve used the vocab list for some parts, and made corrections here and there. It seems like the automated recognition also struggled with some of the small letters. 
I’ve made some notes for myself on sentences where I wasn’t quite sure of meaning/translation. I’ll get to those again later, and post questions here if I’m really stuck.
So far, so good. I’ll probably start ordering some more volumes if the quality of the story telling stays like this!
