Where is Mr. Miller? Grammar question

This is in みんなの日本語 chapter ten. My question is about the two circled sentences that both mean “Mr. Miller is in the office.” How do you know which one to use? Do they stress different things or are they completely interchangeable while speaking?

The way I read them, the first one is an answer to the question “Who is in the office?” whereas the second is an answer to “Where is Mr. Miller?”.
