I think those chapters are (mostly) the protagonist’s “now”, so yes, I agree.
Yep, very good question. I think the pretext is that they are supposed to mimick this Chinese gang, but I guess there is more to it?
I’d be pretty disappointed if this is not going to happen in the next chapter 
Or maybe in the one after that, to extend the tension
