Level 7 Vocab unlocked at Level 13

So I do not know if this is a bug but I guess I will post here.

I am level 13 and after checking my Wanikani dashboard, I realised that the vocab for ~時
which is like level 7 literally just got unlocked for me.

Is this a bug?

And no, I did not just Guru-ed my 時 kanji because it is already enlightened.
