All of them here I have seen are just reorder tools, but what I’m trying to do is this:
Only do new items and Apprentice I at 7pm
Only do Apprentice I and Apprentice II items at 11pm
All items available for review at 7am, but this is ideally only Apprentice III and up items.
So far I’ve found a script that allows me to reorder them with lowest SRS level first, but I still end up usually doing a couple that are in the wrong time block and kinda messing my schedule up.
Just curious, but why would you want to do that? 
What’s wrong with just doing the reviews you have, as is, in the order WK gives them to you? If they’re in your queue that means the SRS time interval has been hit and there is a positive effect on reviewing the item(s) again after all.
I don’t think I’ve seen any that filter on review stages. (Reorder Ultimate can filter on levels, but that doesn’t catch older items that drop back down - it might be partially useable though).
While I can’t answer for OP, I did something like this on the regular when squeezing my levelups to 7.5 days. It often required a review round at midnight or 1 AM, at which point I felt confident enough to quickly review the App I radicals, but didn’t want to try my luck at anything else, preferring to get a night’s rest first.
