You can count me in the group of boring people who actually respond to “How are you” and “What’s up.”
If I’m not feeling particularly talkative or I’ll legitimately not doing anything, I will sometimes reply “Not much” to the latter, though usually it’s a “The ceiling/sky” or I’ll actually mention what I’m doing (as my friends actually ask to see what I’m doing). I actually find it irritating to be asked how I am when there’s no real intent behind the question. It’s just a lazy way to force your conversation partner to either repeat the pointless question or come up with a topic. >.>
“What’s up” is definitely an phatic question especially when put beside its more sensible “What are you doing/up to” considering “What’s Up” doesn’t actually make sense when asked seriously since it grammatically would be asking what is above you. The “up” is “What’s up” is a preposition while the “up” in “What are you up to” is a verb.
As for the temperature question in Japan, there are easy ways to technically disagree without disrespecting anyone, the easiest being something only the lines of “It is, isn’t it. But, since I like hot/cold weather, it doesn’t bother me.” I’m pretty sure no one has ever gotten mad at me for that, and, as a bonus, no one I knew was shocked when they saw me running errands in the middle of winter with a t-shirt and shorts!
