Oh, I see. My apologies then, I didn’t know that such a form has such a bad history. Thank you for the explanations. Now I understand why an American would find it so harsh. I guess this is more about after-war regrets, than actually an offensive word by itself.
I feel obliged to add, though, that this is an international forum and English is a common international language and thus I see this being an offensive word coming from an American, maybe, not just anyone using English. Oh, you may be very right. I read about it around a year ago, can’t say the exact numbers. Yes, it’s very hard indeed. But it’s like shooting for the moon. If you try and finish it in, say, two years while trying to do it in just one, you still would be faster that someone without such a goal, who’d do it slowly and casually in 3 years.
I have not heard ‘Japanese language’ being abbreviated as Jap - ever.
Also I’m from your neighboring country and we have an unfortunate slur for Russian people - stemming from the time we were at war, sooo let’s say at least from roughly a hundred years ago. The word is considered to be in bad taste and if someone utters it, it’s usually a good indicator of that person’s xenophobia / skewed nationalism and being “alt-right”, as they put it nowadays… Or then they’re just plain uneducated or blatantly inconsiderate.
I’m not saying you’re any of those, but I recommend you to consider what’s proper and what’s not while we’re in an “international forum”, like you yourself stated. You wouldn’t like me calling you ryssä, right? English might be an internationally used language, but that doesn’t mean you can ignore all the historical uses of a word just on the basis that you’re a foreigner and you are not insulted by the word.
Whether or not something has happened a long time ago (and should therefor be given less consideration) in your opinion, is irrelevant to the fact as to whether other people find a word offensive.

Okay, can we now let this post go back to the OP’s intended topic instead of being a whole diatribe? I’m speaking out of experience as the guy whose dumb attempt at topical humor turned into a flame war that poor Viet had to read then shut down.
Oh, you’re from Finland. Hi. Didn’t think of it as a neighboring country. Err, that was the first moment I ever seen such a word in my life. And I’m pretty sure most of russia population doesn’t know about this ether.
And I wouldn’t mind if you call me this way. I’m the opposite of a patriot, mind you, and would likely share a good conversation with someone who have a grunge about russians. I don’t consider myself as russian and do think of russians as pretty bad and silly nation that gives the world not much of a benefit. Welp, at least technically I am a russian, therefore I have a right to call my country bad. See how messed up this logic is?
And it looks like we see ‘internationality’ from a totally opposite points of view. While you see it as a peaceful coexistence of many cultures, I see it as a melting pot, a place where nations mix in one.
Don’t see anyone openly arguing or any direct diatribe. But oh well, you’re right, we’re way off the line.
