If you look at the last page featuring her I really feel that the author draws attention to the ribbons taking the aspect of a witch’s hat brim so there’s really no doubt I’m my mind unless I’m completely misreading this.

I’m not sure it is. It’s definitely drawing attention to the ribbons, but I’m wondering if there’s something beneath them that we haven’t seen yet.
