If you want to use うんてんできます, it would be 車をうんてんできます not 車のうんてんできます.
うんてんできます means I can drive, so 車 (a car) should be an object and takes the particle を.
[車のうんてん]ができます structure treats 車のうんてん as a noun clause, so it’s like saying I can do “driving a car.” Here, [車の運転] is the subject, so it takes が.

でも、なんじがわかりません。
I was wondering whether or not it’d be a を vs が. My original gut feeling was が, but i couldn’t find enough information supporting my assumption. In what sense is が used instead of を here? I sorta figured it’d be used since I was introducing the idea I didn’t have a car. Particles will seemingly always be my downfall （T＿T）

It’s actually か and you could add は to it to emphasize.
Also, なんじ is used for clock time, so if you don’t know when as in future date, you’d use いつ.

You can say 車をもっていません as in I don’t have a car, but if you want to say there isn’t car, 車 is the subject so you have to use が.

I was thinking of A as a noun, but if it’s verb like 乗る, then you don’t need the の.
