Signs often aren’t written in sentences, so rules about what form things should be kind of go out the window I think.

Also, removing the okurigana makes it easier to fit stuff on signs.
Reminds me of signs like “ped xing” in English.

Yeah for sure that’s what I was trying to get at, but you certainly framed it more clearly than I did.
