It turns out when I was setting up my laptop, I included Japanese in the languages, which has the setup I was unfamiliar with. When you have just the ENG keyboard and download the Japanese Microsoft IME keyboard, it’s the normal layout where ~ is ろ. I ended up having to get rid of the Japanese keyboard and just keep it at Japanese IME.
Also @Belthazar Romaji input is for the weak, nyeheheh. (For real though, there’s nothing like blazing through reviews with Kana input, once you get used to it there’s nothing like it)
