The kanji 反 comes in level 8, but the radical 反 only comes at level 9

Additionally level 8 has only 12 radicals while level 9 has 20, so moving 反 radical to level 8 would help balance that as well!

The kanji version of 反 is formed from the simpler radicals 厂 and 又.

The radical version of 反 is essentially the kanji version being re-introduced as a single whole radical so that it can be subsequently used as a component for more complicated kanji. You’ll see this happening frequently across WaniKani… though generally with slightly more complex kanji. It means that when they teach 阪, for example, they can now teach it as 阝 plus 反 rather than 阝plus 厂 plus 又.
