  2. Quickly 415 stairs of the rumor (ネタ=rumour?)
  3. Do (imperative form I think) MASU STEM + なさい

Cleaner translation: Why is he not making a move (when we’re at the the rumored 415 stairs where couples go)

I think the part in parathesis is implied/omitted. Want to make sure its somewhat right.

I think you pretty well have it.

I wouldn’t phrase the entire translation as a question, necessarily, since I would separate out どうしたのよ as it’s own sentence:

“What’s wrong? Hurry up and reveal the ‘415 stairs’ story already…”
