Should 昆 and 皆 be visually similar kanji?

With two similar radicals, although in flipped positions, I’ve been getting these confused lately.

Thanks for the ping @prouleau! I’m not quite sure about these two, but I am inclined to say they shouldn’t be on the visually similar list. I will pass it along to the team to make the decision though!
