Short Japanese Culture Questions

Just wondering, when Japanese folks are describing “making chocolate” for Valentine’s day (in manga and such), what are they actually thinking of exactly? What it mostly seems like to me is melting chocolate and pouring it into a mould, but there’s a common gag of messing things up and ending up with something completely inedible by for instance mixing up salt and sugar, which is quite confusing to me, seeing as nothing I’ve ever seen involves adding more sugar to chocolate, so there’d be nothing to mix up with the salt.

Are they making some other kind of chocolate-based sweet that’s just described as “chocolate”?
