How close is the connection between Rakuten USA and Rakuten Japan?
Specifically, Rakuten USA wants to sign me up to get cash back from their advertisers by shopping via their links. Can I then use that cash to buy ebooks from Rakuten Japan?
Probably not. These companies largely separate their domestic from overseas services ie Amazon.

Books you buy from Rakuten Japan can be accessed via your linked account on Kobo Rakuten US, but that’s about it. Points I accumulate on the JP site only apply to the JP site and I’d assume that cashback would likewise be region limited.
