I think that the reason bureaucrat should be accepted is that “government” refers to many people while “bureaucrat” is a single person. There are words like 外交官、検察官、警察官、etc. that refer to a single person. And it’s easier to understand their meaning as “bureaucrat who does diplomacy”, “bureaucrat who prosecutes” “police bureaucrat” than “government that does diplomacy”, “government that prosecutes”, “police government”…
For the same reason, I think 家 should also accept “professional, expert, performer” as a meaning… 空手家 is not a house that came alive and learned karate, but a person who knows karate
