The fact that 書 is level 16 is just weird. I learned it while studying grammar materials when I was level 2 or so and found it very recognizable. This is really no reason to wait for level 16 or for any level for that matter.
To be honest, I personally think you can start immediately. I think learning grammar is fun and https://imabi.org/ is a very comprehensive place to start. It’s organised in terms of lessons.

Yeah, you just have to know there are two of them, and once you know, you become vigilant of the difference and don’t get confused. Just like with ツ and シ. I was also confused by 東 (east, and part of 東京 - Tokyo) and 乗 (riding a train or a bus) until I learned their meanings, and since then it’s not confusing any more.
