Current theory: Tomoe has been hypnotized/brainwashed somehow. The gunshot at the main estate activated the hypnosis, and the gunshot at the mountain villa released her. There were two masks because she was wearing one of them. I don’t know why this happened, but I think there have been a few hints that she might not be a reliable narrator…
