I reset from 16 back down to level 5 because I had thousands of reviews waiting and couldn’t clear them. Resetting back to level 5 cleared everything and also meant that all the beginner kanji that I know well remained burned. It was a huge relief and I’d definitely recommend it. Maybe just go back ten levels or so and see how you feel.
