Wanikani takes the approach of teaching simple and common first. 動 is more common than, more simple than, and contained in 働 as a phonetic component. Despite this 働 appears one level before it.
This seems to go against wanikanis philosophy and my personal opinion of what the best order to teach them is, so perhaps consider changing.
