Assuming you’re using the Reorder Ultimate script, you just drag them into the order you want, for example you’d put radicals + kanji first before vocab, like this:
Then you can tip the scale on the right to put priority on sorting by item type (you just click on タイプ), so it’d be tipped to the right, like this:
(tipping it to the left would put priority to sort by level)
Once you have them in the radical - kanji - vocab order and have the scale on the right tipped for item type, you’ll have all radicals appear first, then all kanji, then all vocab ^^
