Indeed. It’s listed under 心 in my dictionary. The radical index lists the variants on the facing page, but yeah, you’d need to think of looking among the four-stroke radicals to find it.
Edit: Wait, just spotted it listed among the three-stroke radicals too, with a code underneath indicating it’s a variant of 心. Not sure I entirely understand the ordering of the variant radicals - it’s listed alongside the 彳 radical, maybe because they look kinda similar? (Actually, Jisho lists them next to each other as well, even though the order of the rest of the radicals is quite different.)
Huh. It’s also got 阝 under the two-stroke radicals, when Jisho has it as three. Thought to be fair, the second stroke of that radical starts where the first one ends anyway.

The Kangxi radicals can be considered the de facto standard. And that is what most dictionaries will use or be highly based on. The fact that 聞 is under 門 in a different place in a learner’s dictionary makes sense though.
Variants like the above, and of course things like 肉月 can be confusing for beginners as well.
