I think there may be a discrepancy in how vocab is calculated there. WK itself only displays (including kana-only) 6741 vocab on the profile page

The highest vocab-per-level I could find while skimming through the content is ~140 words, too, which if multiplied by 60 (not accounting for the many shorter levels) would still be a fair distance away from 9981
