Thanks @nienque and @Micki, I think I’m familiar with everything you’ve mentioned, but just got overwhelmed while reading. I’m definitely much more familiar with のです than なんだ so I’ll have to keep an eye out for that.
ワンワン探偵団 has some new challenges that なぜ?どうして? missed, namely with dialogue knowing who is speaking and who they’re speaking too. These pages were great for that with the note left by the criminal being recited by the man from the tutor school.

From what I remember of this part of the story I broke it down as:
いたら いた+ら to give the ‘Tara’ form, meaning if or when but in this case it’s ‘if’
行かない not go
So putting it together:
そばに人がいたら if there are people beside it (the statue wasn’t it?)
行かない (I) won’t go/ won’t head towards
