That’s how I read it. Perhaps saying he’s on patrol is a clue to calling him an おまわりさん rather than one of the other words you might use for a man bear in uniform.

Week 4 thoughts and lots of penguin pics
Lmao polar bear and penguin fainting from panda not knowing sunflowers
I had a crisis trying to think of if our usual penguin was an emperor or king from this chapter cause I was like if he’s an emperor then what’s this king doing here 
I’m gonna take a wild guess and say the writer likes penguins hence the many penguin types inclusion lolol

And the Aptenodytes genus supposedly meaning wingless (?) diver. Interestingly it seems there was a third type but it’s extinct now

Ok went back to check, our usual penguin is an emperor so this must be the king penguin from before. (I wonder where our penguin is this chapter) (Also I now realise mitrac already mentioned telling them apart which I did read and then proceeded to immediately forget and get confused while reading the book

Yes, a lot of details there!
As far as I got it, Panda thinks “ニガリャ, that sounds nothing like panda!” But it’s the second word ponya that became “panda” in real life. So in the overall arc, I took it as panda was really sad about the first story (panda came from someone saying “the fat one”) and the penguins looked up the real answer in a book to make panda feel better, but panda ended up unconvinced, hence the return to dieting

Week 5
In the last chapter of this week I was confused by the Setouchi reference. When I looked it up on a map, I found Setouchi City in Okayama. But Shirokuma seems to be pointing at the sea on the map, and in the next panel he’s presenting Ehime prefecture mandarins.
With some further reading I found that the whole coastal area around the Seto inland sea is often referred to as Setouchi, or the Setouchi region - 瀬戸内地方.
This is the area included in this regiaccording the map on the Japanese page for 瀬戸内地方:
Incidentally, we read about Ehime mandarins in another ABBC book club a few years ago

I love when they’re shown wearing human clothes, especially the granny/auntie clothes
That chapter was funny, although you have to look up what the word for sunflower is ahead of time since it never actually says. I liked the extended metaphor at the bar.

Week 7
Great few chapters this week! I’ve been enjoying the way some of the more peripheral characters have taken centre stage this volume, and I love the adventures of these two bear cubs.
The punning was great this week. My favourite was 億万長者. Especially the way it was presented with the first panel of Shirokuma sat in the chair, and we’re all thinking “what is that?” (including grizzly bear) and then the reveal! With stacks of money around the chair!

Also I’m thinking for the next thread maybe we don’t separate the crafts into its own section at the end since it’s a bit all over the place for the two versions, and instead if your version has a craft, atogaki or other unique part between chapters then you can share that week about it (thoughts?)
