Why is the "Finish" kanji in level 10...?

It used to be level 2, but they moved it up a couple weeks ago:

了 (kanji): The kanji 了 is currently taught at level 2, but the vocab using the kanji aren’t taught until level 10, so we’re moving 了 up to level 10.
