Why is が used instead of に in this sentence

Why is 花が used instead of 花に (normally marks the passive agent… like: 誰かに食べられた!!)

Here is the sentence.

エビータの墓は確かに今も絶えず人々が訪れるだけあって新鮮で美しい花がたくさん飾られていたが、墓地全体の豪華な、まるで美術館のような様子に比べて、それほどのインパクトはなかった。

It’s not the passive agent. It’s not what was decorated. It is what was used to decorate.

You would say 花を飾る normally so 花が飾られる is the passive conjugation.
