So how come 空 and 究 look like they use the same top radical, but 空 uses ‘helmet and legs’ combined, and 究 uses ‘hole’? Are they actually different radicals or is it just for memonic purposes?

The tendency is toward reducing the total number of items per kanji when possible. So since hole wasn’t available as a radical in level 5, roughly the same shape can be achieved with less items in level 8, so they do that.
I guess.
Again, the radicals are being overhauled, so this could already be moot. We’ll find out eventually.
