Short Japanese Culture Questions

How would you define where it is and is not acceptable to eat in Japanese society?

I saw a video recently that decided to define those areas as public (with no classifiers or limits). This bothers me as I’m fairly certain it’s socially acceptable to eat in a wide variety of public places such as parks, just about anywhere scenic, outside conbini, and at/near food stalls.

If I had to define areas where eating is unacceptable, I’d only limit it to public transport. Thoughts? Any counter examples or different naming of such places/situations?
