I am having SO MUCH TROUBLE distinguishing between words containing う and those that don't

It’s “Little Kyoto”, not “small”, and there’s lots of those. Kanazawa, for example. It’s “a nickname given to towns and cities around Japan that resemble Kyoto City in their old streets and atmosphere” [citation]. Jisho. The “Little” prefix is also used outside of Japan for various ethnic neighbourhoods like Chinatowns and what not - to give an example you’ve probably heard of, the film Big Trouble in Little China isn’t being ironic about the size of China, it’s set in San Francisco’s Chinatown.
