Confusing mnemonic for はっしゃする

The first sentence of the mnemonic is “Departure and shoot something off”. I am used to wanikaneese by now, but that one completely stumps me  ! Help?

Hi there–since 発 (departure) and 射 (shoot) make up the word, the mnemonic is saying those two words should conjure “to launch” in your head. Nothing fancy!

What confused me is that in the same lesson, sometimes the words are changed to make a grammatically correct sentence, for example the jukugo vertical+write becomes “Vertical writing is vertical writing” in the mnemonic. Why the inconsistencies?
