The particle の works just like “〜's.”
So it’d be インターネット’s 速度 meaning “the internet speed” which you know is the subject of the clause because of the particle が.
遅すぎて
If breaking down this chunk, it’d be:
遅い(slow) + すぎる(too/overly) + て(so/and)
Same as the sentence in my past post — 食べすぎて苦しい, this time what すぎる emphasizes is the adjective 遅い — Something is too slow!
What’s too slow? The subject, “the internet speed” it is!
イライラしています。
This is a present continuous form of イライラする. The speaker is イライラする-ing, aka she/he/they is feeling irritated, annoyed, pissed off or whatever you say to describe your frustration!
