Dang. I had originally put で then second guessed myself and then put に. Should have just stuck with my instinct which appears to have been correct.

彼かれらは人力車を引くためにホームレスを雇やとってみた。彼かれらは当たらなかったので、絵の中にクレイマーが人力車を引いてる

This was difficult to try to write out, but it’s supposed to be "They tried to hire homeless people to pull the rickshaw. Because they weren’t successful, in the picture Kramer is pulling the rickshaw.

Thanks. I just need to keep reinforcing the right situations to use one or the other. As I mentioned, I often will choose the right one but when I finish editing what I write I’ll too often switch to the wrong one because I won’t just trust my instinct.
